The permanent residence of foreigners in China refers to that the period of foreigners' stay here is not limited. Certificate of Permanent Residence of Aliens is the legitimate identity card of aliens having obtained permanent residence and may be used independently. They can enter and exit China by holding their valid passports and the Certificate of Permanent Residence of Aliens without a visa.
外国人在华永久居留是指外国人在华停留的期限不受限制。《外国人永久居留证》是取得永久居留权的外国人的合法身份证，可以独立使用。持有效护照和无签证外国人永久居留证件，可以进出中国。
The
validity of Certificate of Permanent Residence of Aliens is five or
ten years. Aliens aged under 18 years old being granted permanent
residence should be issued Certificates of Permanent Residence of
Aliens of five years. Aliens aged over 18 years granted permanent
residence should be issued Certificates of Permanent Residence of
Aliens of 10 years.
外国人永久居留证的有效期为五年或十年。18岁以下被授予永久居留权的外国人，应当发给5年的外国人永久居留证。被授予永久居留权的年满18岁的外国人，应当发给10年的外国人永久居留证明。
How to Submit Application
如何提交申请
Authority for handling application of aliens for permanent residence in China is the public security administration of municipal people's government having districts under its administration, and the branch public security bureau or county level public security bureau of municipalities directly under the Central Government. The authority for examining and verifying the applications filed by aliens for permanent residence is the public security administrations of various provinces, autonomous regions or municipalities directly under the Central Government. The authority for the examination and approval of the applications filed by aliens for permanent residence is the Ministry of Public Security.
外国人申请在中国永久居留的主管机关是设区的市人民政府公安行政部门和直辖市公安分局、县级公安局。外国人申请永久居留的审批机关是各省、自治区、直辖市公安机关。外国人永久居留申请的审批机关是公安部。
The
applicant or the parent of the applicant who is unmarried and aged
under 18 years old can apply for permanent residence in person, or
entrust a third party to submit the application. In case of
application filed by an entrusted third party, the power of attorney
issued by the applicant should be provided. The power of attorney
issued by applicants abroad should be attested by Chinese embassies
or consulate offices in the countries or
regions.
申请人或申请人的父母未婚且未满18岁的，可以亲自申请永久居留，也可以委托第三方提交申请。委托第三方申请的，应当提供申请人出具的授权委托书。申请人在国外出具的授权委托书应当经中国驻该国家或地区的使领馆证明。
Processing Time and Fees
处理时间和费用
The public security authority should make a decision on whether or not to approve the applications for permanent residence filed by aliens within six months starting from the day of receipt of the applications.
公安机关应当自收到外国人永久居留申请之日起六个月内作出是否批准的决定。
Fees:
1,500 RMB Application Fee for each person;

300 RMB for each Foreigner's permanent Residence Permit;

1. Aliens granted permanent residence in China will be granted Certificate of Permanent Residence of Aliens by the Ministry of Public Security. Whereas the applicant is abroad, the Ministry of Public Security will issue Form of Conformation of Permanent Residence of Aliens, the applicant should go to the Chinese embassies or consulate offices to apply for D visa on the strength of the Form, and obtain Certificate of Permanent Residence of aliens within 30 days upon entry from the public security authority that has accepted the applications.
1.获得中国永久居留权的外国人，由公安部颁发外国人永久居留证。如果申请人在国外，公安部将出具《外国人永久居留确认表》，申请人应持此表到中国使领馆申请D签证，并自受理申请的公安机关入境之日起30日内领取外国人永久居留证件。
2. Aliens granted permanent residence should stay in China for more than three months in accumulation every year. Whereas they are not able to satisfy that requirement due to certain actual needs, they should obtain approval from the public security administration of the provinces, autonomous regions or municipalities directly under the Central Government where they have the permanent residence. However, their stay in China in a period of five years should be no shorter than one year.
2. 获得永久居留权的外国人，每年累计在中国停留三个月以上。因实际需要不能满足要求的，应当经常住省、自治区、直辖市公安机关批准。但是，他们在中国停留五年不得少于一年。
3. Whereas the validity of Certificate of Permanent Residence of Aliens expires, or items of Certificate of Permanent Residence of Aliens have been changed, or the Certificate of Permanent Residence of Aliens have been lost or damaged, the certificate holders should apply to the public security authority of municipal people's governments with subordinate districts or branch public security bureaus or county level bureaus of municipalities directly under the Central Government where they have permanent residence for change or renewal of certificates. Whereas the public security authority considers that the certificate holders have not lost qualifications to maintain permanent residence in China, it should change or renew the certificates within one month.
3. 《外国人永久居留证》有效期届满，或者《外国人永久居留证》项目变更，或者《外国人永久居留证》遗失、损坏的，持证人应当向其所属区的市人民政府公安机关或者有固定住所的直辖市公安分局、县级公安局申请换发证件。公安机关认为持证人没有丧失在中国永久居留资格的，应当在一个月内更换或者更新证件。
4. Aliens holding Certificate of Permanent Residence of Aliens should apply for renewal of certificates one month prior to the expiration of the validity of the certificates. Whereas the content of the certificates has been changed, the holders should apply for change or renewal within one month upon the changes. In case of damage or loss of the certificates, the holders should apply for renewal or change of certificates in a timely manner.
4. 持有外国人永久居留证件的外国人，应当在证件有效期届满前一个月申请换发证件。证书内容发生变更的，持有人应当在变更后一个月内申请变更或者续期。证书损坏或者遗失的，持有人应当及时申请换发或者更换证书。
5. Aliens having
permanent residence in China under any of the following circumstances
will be cancelled of their permanent residence by the Ministry of
Public Security, and their Certificate of Permanent Residence of
Aliens will be revoked or declared invalid:

在中国有永久居留权的外国人，有下列情形之一的，由公安部注销其永久居留权，吊销或者宣布其《外国人永久居留证》：
(1). likely to cause
harms to the national safety and interests;

(2). ordered by the
people's court to be expelled from of the country;

被人民法院裁定驱逐出境的；
(3). obtaining permanent residence by way of providing falsified materials and other illegal methods;

以提供虚假材料等非法手段取得永久居留权的；
(4).accumulated
stay in a year being less than three months or accumulated stay in a
period five years being less than one year, without permission.
(4).未经许可，一年内累计停留时间不足三个月或者五年内累计停留时间不足一年的。
